Abstract This paper will present a review of the state of play regarding Internet, and particularly Web, surveys. The paper will identify and compare various types of Web surveys within the framework of total survey error. The paper will address some of the key challenges facing those who design and implement Web surveys, with a particular focus on sampling, coverage, nonresponse and measurement error issues. The growing empirical evidence on some of these issues will be presented. The paper will also review some of the potential opportunities for Web surveys, particularly with regard to reaching specialized populations and the use of multimedia and the rich graphical features of the Web as stimulus material. The goal of the review is to separate the rhetoric both for and against Web surveys from the objective criteria that can be used to evaluate the efficacy of a particular approach, relative to alternative methods of surveys data collection. The paper will set the stage for the remaining papers in this session, which focus on specific approaches and applications of Web surveys.
